Default Windows Networking

I know how to setup a basic Windows network however I'm looking to set one up that's a bit more advanced. I'd like to be able to have users log on using a user name and password and I'd like to be able to restrict what they can do on the system. Is this possible using just Windows (and not going to something like Novell) and if so, how would I go about doing this (or at least a reference to help me out)? Thanks.

If using XP or Vista, this should be easy using their built-in user accounts. Pick Start > Control Panel > User Accounts. Then you can also set their access rights. Hope this helps.
