Need more privilege to run the program

Hi,
I have received an error message. I am using the built-in account for Administrator. When I run the program Spyware Doctor, get the following error message.

"An error while loading application. User may not have enough enough privileges to run the program"

When I check the privileges of this account, I receive the second error message:
"Could not prepare property pages because : The RPC server is unavailable.

Any suggestions.

Hi,
The Remote Procedure Call is a 'service' which may be disabled on your
PC. Go to Control Panel, Administrative Tools, Services, scroll down to
"Remote Procedure Call" (RPC), double click. In the middle of the display
dialog look for STARTUP TYPE. If the service is disabled set to 'manual', if
it is set to manual set to 'automatic', You may have to reboot.
