Text in Quotes doesn't appear in TOC?

Hi,
We are manually marking a TOC in Word. At the end of a heading is a phrase in quotes (XYZ Has Received "Legal Approval." The phrase "Legal Approval" will NOT generate automatically (unless we take the quotes out completely. We've tried switching smart quotes to straight quotes, but can't get the text to generate. Any suggestions?

Hi,
Use Alt+F9 to toggle the display of TC fields and put a \ (backslash) before the " marks that you want Word to interpret "literally" (as text) rather than as special characters. I discovered this by pasting This is a "heading" into the Insert>Field... dialog for a TC. I only tested with "smart quotes" but in principle it should be the same for "straight quotes."
Or a simple solution would be to use two single quotes, which will appear as a double quotes.
