College ruled lines

Hi,

I am looking for assistance with the following problem: I would like to setup my document so that it looks like a typical college ruled piece of paper. Specifically, when I type a paper the lines are always below the text and the lines do not move. Likewise, when I print the document I would like the lines to be visible on the printed document.
