Rotating circle is irritating.

I have Windows Vista Home Premium on my Dell Dimension 8100. I used to have an hour glass to indicate that something was going on. This has been replaced with a rotating circle. Is there anyway I can recover my hour glass. That circle makes me dizzy. Thank you.
